General Description The Contract/Grant Administrator with the Port Everglades Facilities Maintenance Division provides professional and administrative work assisting with initiating, coordinating, and/or administering assigned programs or projects involving Port facilities-related procurements and/or contracts and requisitions.
Works under the direction of the Contract/Grant Administrator, Senior.

Preferences Master's degree from an accredited college or university in Acquisition and Contract Management or closely related field Certified Contract Manager (i.

NCMA) Certificate in Contract Management Leadership Development program (i.

NCMA) Project Manager Professional (PMP) Microsoft Excel Expert (Advanced) Certified Agent Buyer (CAB) 3+ years experience in contract administration for public or private facility maintenance contracts 2+ years of experience with maintenance-related or similar contract negotiations 2 + years of experience interpreting procurement rules, procedures, status, and guidelines related to contracts.
1+ years of experience using PeopleSoft (financial, purchasing) or similar systems 2+ years of experience with Contract Central or similar DUTIES AND RESPONSIBILITIES The functions listed below are those that represent the majority of the time spent working in this class.

Monitor or evaluate compliance with the terms of assigned contracts/grants, which have operational responsibilities of moderate scope and review adherence to established standards.
Initiate, coordinate, and manage activities of assigned procurements, contracts, requisitions, purchase orders, grants, or leases, and/or monitor or evaluate them with some independence - major decisions referred to an administrative superior for advice and direction.
Conduct site visits to observe and analyze the administrative competence and contractual compliance of contracted agencies and the efficacy of contracted programs in performing required activities and achieving outcomes.
Generate detailed contract-related reports based on site visits, desk audits of the programs, and/or contract requirements (i.
e.
, Monthly Utilization Reports, Insurance renewal, Living Wages, Goal assignments, vendor evaluations, threshold tracking, etc.
) using computer-based software applications (i.
e.
, Contract Central, PeopleSoft, MARS, Periscope, LegiStar, etc.
).
Process special requisitions and monitor related purchase orders.
Review and approve invoices for payment.
Maintain contract-related data in hard copy and electronic formats.
Assume project responsibility for administering, monitoring, and/or evaluating the activities and operations of a contract, grant, and/or special projects.
Assist in the development of projects, programs, specifications, contracts, and grants, and in the development of monitoring and evaluation policies, procedures, and schedules; assist in developing procurement or solicitation documents; assist with review of solicitation or procurement responses; assist with review of user concurrences and processing.
Perform analysis of grants, contracts, and/or leases; prepare statistical reports, project reports, monitoring and/or evaluation reports, and related data using applicable computer software applications.
Provide professional-level staff assistance to an administrative superior in the Facilities Maintenance Division of the Port Everglades Department.
Perform as administrative liaison among various operational and administrative functions related to an assigned contract, grant, and/or lease; interpret and explain policy regulations and operating procedures.
Perform as administrative liaison between the Facilities Maintenance Division and external governmental/private agencies.
Verify work completed by outside vendors and contractors.
Perform related work as assigned.
